Not on an established basis. The institution is near Grafton and is a well-known landmark, but Waypoint has not established access or a working procedure there, and does not have documented experience at that facility. What if the signer has no photo identification?
Ohio allows identity to be established three ways under ORC 147.50: the notary’s personal knowledge of the signer, a qualifying identification document, or the oath of a credible identifying witness who appears in person. A witness is not credible where they have a conflict of interest in the transaction, which ORC 147.50(D) defines as a direct financial or other interest in the transaction, or being named as a party to that transaction — as grantor, grantee, mortgagor, trustee, beneficiary, vendor, lessor, lessee or in another party capacity. Merely being mentioned somewhere in a document is not automatically disqualifying, so whether a particular person qualifies depends on the document. Mention it when you book. It is a separate role from any witness the document itself requires.
